meter standards such as the “Smart Energy Meter Functional Specification” to further promote the development of smart energy
meter technology in China, and improve the technical level of intelligent power
meter safety protection, anti-stealing, anti-strong magnetic interference. To provide important technical support for the construction of smart grids.
Since 2009, China's smart energy
meter has gradually replaced mechanical energy
meters. Due to the lack of uniform standards, smart energy
meters have prominent problems such as unclear function definition, inconsistent appearance structure, multiple software versions and incompatible communication protocols, which not only plague the design and production of
meter companies, but also affect the promotion and application of smart
meter. In order to adapt to the implementation of smart grid construction and distributed energy access, energy efficiency measurement, ladder price and other new requirements for the accuracy, reliability and functionality of the energy
meter, in 2010, the National Energy Administration organized the China Power Corporation The meeting and power industry measurement standardization technical committee initiated the formulation of technical specifications for smart energy
meters in the energy industry. Combined with the achievements of major technical research and practical experience obtained by State Grid Corporation, China Southern Power Grid Corporation and Power Generation Group, after extensive discussion and extensive test verification, a series of standards for smart energy
meters in the energy industry have been formed.
The series of standards released this time are divided into four parts: function, type, technology and safety certification. They are standardized and unified from the aspects of function definition, appearance structure, technical indicators, test and inspection.
The first is to define the definition and function of the smart energy
meter. It can realize electric energy bidirectional and step
metering, load control, intelligent anti-theft, real-time monitoring, information interaction and other functions;
The second is a unified appearance structure. The appearance design of the smart electric energy
meter has been reduced from the original thousand to four, which greatly reduces the cost of design, development and processing of the energy
meter enterprise;
The third is the unified communication protocol and security specifications. It realizes two-way interaction between energy data collection and setting. The
meter data can be collected in real time, online payment and power information query, etc. It can provide data support for big data and cloud computing for smart home power applications;
The fourth is to innovate and propose multiple test methods such as the influence of power supply voltage. A standardized testing method system has been established, which has greatly improved product quality and reliability, and enhanced the core competitiveness of smart
meter manufacturers in the international market.
